RHQ Program FAQ

To qualify, your company must have a presence (branches or subsidiaries) in at least two other countries outside your headquarters country and Saudi Arabia.
No. You must apply for the RHQ license and maintain substance requirements (physical office, minimum staff) in Riyadh. The exemption applies to income generated from RHQ activities.
No. The RHQ license is strictly for management, advisory, and support functions for your regional entities. If you want to trade, you must open a separate subsidiary (LLC) or Branch.
If you don’t have an RHQ in Saudi Arabia, you will be deprioritized or restricted from bidding on government contracts exceeding 1 Million SAR.
It applies specifically to the RHQ entity itself, allowing you to hire the specialized global talent needed to run regional operations without strict Nitaqat ratios.
