Yes. With a 100% foreign MISA license and proper SCA classification, you can bid as a Main Contractor. However, for Mega-projects, Joint Ventures (JV) with local firms are often preferred.

SCA (Saudi Contractors Authority) classifies your company’s capability (Financial/Technical). MOMRA (Municipalities) qualifies you to work on city infrastructure projects. You usually need both.

Yes. Construction companies cannot use virtual offices. You must have a physical office with signage to pass the Municipality inspection (Baladiya).

If all documents (Audited Financials, Project Handover certs) are ready, SCA classification takes 2-4 weeks. The MISA license itself takes only days.
